dah uma olhada no arquivo .htaccess que deve estar em /public_html ali ele irá lhe mostrar onde encontrar o php.ini provavelmente por motivos de segurança seu php.ini vai estar antes da public_html caso não encontre peça para seu provedor de hospedagem lhe informar ou modificar para você.
